Stimpaks will be added to the settlement's workbench. If you assign him to this workbench, he will synthetize one Stimpak in every 3 ingame days. To recruit him, you need to have a Hamzat Suit (normal or damaged) or Cleanroom Suit (normal or hooded) in your inventory.
I added a lot of dialogue lines and conversations for him to make it more immersive. It lets you recruit Virgil as a Settler after you give him his serum (Virgil's Cure).
